Multi-criteria assessment of the bureaucracy in Poland : the individual decision-making aspect

The society’s perception of the local government units’ performance seems to be one crucial step in understanding the process of bureaucracy. The article tries to complete the contemporary diagnosis of a bureaucratic phenomenon by examining the level of bureaucracy in Poland’s voivodships based on direct assessment. The primary purpose of this survey is to determine which voivodship in Poland is the most bureaucratic. Knowing that current studies express their difficulties in measuring bureaucracies based on the performance of individuals (decision-making), the VMCM procedure was applied to fill the gap. As a result, based on VMCM analysis, the fourth-class ranking of Polish voivodships according to the bureaucracy level was created in the course of the conceptualization process.
