Zarządzanie zrównoważoną mobilnością miejską w aspekcie wdrażania strategii elektromobilności w Polsce

Streszczenie

Miasto rozwijające się w sposób zrównoważony dąży do utrzymania właściwych relacji pomiędzy wzrostem gospodarczym, dbałością o stan środowiska, a jakością życia mieszkańców. Miasta na drodze do zrównoważonego rozwoju muszą stawić czoła zróżnicowanym barierom. Jednym ze sposobów osiągnięcia zrównoważenia, jest strategia elektromobilności. Poprawa i zmiana bieżącej sytuacji rozwoju strategii elektromobilności w miastach w Polsce wymaga bardziej systemowego podejścia i włączenie do niej wybranych wskaźników zrównoważonej mobilności miejskiej, gdyż tylko zachowana równowaga wpłynie na rozwój strategii elektromobilności. 

Celem przeprowadzonych badań było stworzenie koncepcji rozwoju strategii elektromobilności w odniesieniu do zrównoważonej mobilności miejskiej w miastach w Polsce. Opracowanie takiej koncepcji rozwoju strategii elektromobilności, która jest społecznie akceptowalna, ekonomicznie uzasadniona i ekologicznie bezpieczna wymaga poznania aktualnych problemów funkcjonowania rynku elektromobilności. Stąd też wśród kolejnych celów pracy znalazły się takie cele szczegółowe jak:

1.      Zidentyfikowanie czynników do wdrożenia strategii  elektromobilności. 

2.      Ocena stopnia zaangażowania miast we wdrażanie strategii elektromobilności. 

Założonym celom podporządkowana została główna hipoteza badawcza, zgodnie z którą zrównoważona mobilność miejska jest istotnym czynnikiem rozwoju strategii elektromobilności w miastach. Uszczegółowienie hipotezy głównej stanowi hipoteza pomocnicza wskazująca, że opracowanie dedykowanego zestawu wskaźników zrównoważonej mobilności miejskiej pozwala ocenić i porównać, a w konsekwencji wpływa na koncepcję rozwoju strategii elektromobilności w miastach.

Łącząc obszar zrównoważonej mobilności miejskiej oraz elektromobilbności, badanie eksperckie pozwoliło określić, które wskaźniki zrównoważonej mobilności miejskiej, mogą mieć wpływ na rozwój strategii elektromobilności w miastach.

Przeprowadzona w ramach dysertacji analiza może dostarczyć włodarzommiast  na szczeblu lokalnym rozwiązanie, wspierające rozwój strategii elektromobilności w postaci kluczowego zestawu wskaźników zrównoważonej mobilności miejskiej wraz z pożądanym kierunkiem ich rozwoju.  Ponadto rozprawa zawiera informację rankingową w zakresie zarządzania zrównoważoną mobilnością miejską w aspekcie wdrażania strategii elektromobilności w największych polskich miastach. W trakcie przeprowadzonych rozważań starano się uwydatnić znaczenie współpracy wszystkich interesariuszy strategii elektromobilności, która stanowi warunek powodzenia  funkcjonowania przedstawionej autorskiej koncepcji rozwoju strategii elektromobilności w odniesieniu do zrównoważonej mobilności miejskiej.

Summary

A city that develops in a sustainable way strives to maintain the right relationship between economic growth, care for the environment and the quality of life of its inhabitants. Cities on the way to sustainable development have to face various barriers. One way to achieve sustainability is an electromobility strategy. Improving and changing the current situation of the development of the electromobility strategy in cities in Poland requires a more systemic approach and the inclusion of selected indicators of sustainable urban mobility, as only the maintained balance will affect the development of the electromobility strategy. 

The aim of the research was to create a concept for the development of an electromobility strategy in relation to sustainable urban mobility in cities in Poland. The development of such a concept for the development of an electromobility strategy that is socially acceptable, economically justified and ecologically safe requires knowledge of the current problems of the functioning of the electromobility market. Therefore, the following objectives of the work included the following specific objectives:

 1. Identifying the factors for implementing the electromobility strategy.

 2. Assessment of the degree of involvement of cities in the implementation of the electromobility strategy. 

The assumed goals were subordinated to the main research hypothesis, according to which sustainable urban mobility is an important factor in the development of electromobility strategies in cities. The main hypothesis is made more detailed by the auxiliary hypothesis indicating that the development of a dedicated set of sustainable urban mobility indicators allows for assessment and comparison, and consequently affects the concept of developing electromobility strategies in cities. 

Combining the area of sustainable urban mobility and electromobility, the expert study made it possible to determine which indicators of sustainable urban mobility may affect the development of electromobility strategies in cities. 

The analysis carried out as part of the dissertation may provide city authorities at the local level with a solution supporting the development of electromobility strategies in the form of a key set of indicators of sustainable urban mobility along with the desired direction of their development. In addition, the dissertation contains ranking information in the field of sustainable urban mobility management in the aspect of implementing the electromobility strategy in the largest Polish cities. In the course of the considerations, attempts were made to emphasize the importance of cooperation of all stakeholders of the electromobility strategy, which is a prerequisite for the successful functioning of the author's concept of the development of the electromobility strategy in relation to sustainable urban mobility.
