Partie i ugrupowania parlamentarne wobec zmian w systemie oświaty w Polsce

Streszczenie

Problematyka związana ze stanowiskiem partii politycznych wobec zmian w systemie oświaty w Polsce nie jest dostatecznie zbadana. Brak jest szczegółowych analiz naukowych dotyczących programów partii w zakresie zmian w organizacji i strukturze systemu oświaty, pracy nauczycieli oraz zasad finansowania oświaty w Polsce. Istnieją badania dotyczące różnych elementów programowych poszczególnych ugrupowań, w tym krótkie rozprawy dotyczące edukacji w programach partii odnoszące się zazwyczaj do założeń ogólnych. Tematyka związana z założeniami i realizacją reform systemu oświaty w Polsce jest przedmiotem badań wielu prac o charakterze pedagogicznym i historycznym, jednak nie politologicznym.
Przedmiotem badań są partie polityczne funkcjonujące w okresie III Rzeczypospolitej, natomiast celem badawczym rozprawy jest przeanalizowanie i porównanie jakie zdanie partie sprawujące władzę wyrażały na temat oświaty w swoich programach wyborczych oraz w wypowiedziach swoich liderów, a następnie jak to wpływało na politykę oświatową państwa. Na podstawie powyższej analizy wydaje się, że poszczególne partie polityczne w swoich programach wyborczych mają różne koncepcje dotyczące funkcjonowania systemu edukacji w Polsce, natomiast każde z tych ugrupowań prezentuje podobne rozwiązania w swoich programach wyborczych w poszczególnych elekcjach.
Rozprawa mieści się w dyscyplinie nauk o polityce i administracji. Dysertacja składa się ze wstępu, zakończenia oraz sześciu rozdziałów napisanych w układzie problemowo-chronologicznym. Pozwoliło to przeanalizować stanowiska partii sprawujących władzę wobec poszczególnych elementów składowych systemu oświaty. Zakres terytorialny i chronologiczny rozprawy dotyczy III Rzeczypospolitej. Ramy czasowe dotyczą m.in. dwóch największych reform systemu oświaty z lat 1999 oraz 2017, gdyż obejmują lata 1989-2023, czyli od okresu transformacji ustrojowej i zmian zachodzących w oświacie, aż po rok szkolny 2022/2023, gdzie kontynuowane są najważniejsze programy i przedsięwzięcia przez Ministerstwo Edukacji i Nauki.

Summary

The issues related to opinions of political parties upon changes in political system in Poland are not investigated enough. There is a lack of detailed scientific analyses regarding parties programs within the scope of changes in organization and structure of educational system, work of teachers and the rules of financing education in Poland. There is research on different program elements of particular fractions including short articles regarding education in political programs but they refer mainly to general issues. The topic of the objectives and implementation of reforms in educational system in Poland is present in many research of pedagogical or historical characteristics, however not in political sciences as such. The subject of research are political parties operating in the Third Republic of Poland, however the research goal of the doctoral thesis is the analysis and comparison of opinions upon education expressed by the political parties in power in their election programs and their leaders’ statements, finally, how they affected educational policy in the country. Based on the above analysis, it seems that particular parties in their election programs have different ideas regarding functioning of educational system in Poland but each of these fractions suggests similar solutions in their political programs in particular election. The thesis fits into the discipline of political and administration sciences. The dissertation comprises the introduction, the conclusion and six chapters developed in a concept and chronological order. In this way it was possible to analyze the positions of parties in power towards the particular compound elements of educational system. The territorial and chronological scope of the thesis refers to the Third Republic of Poland. Time framework relates to, among all, two largest reforms of educational system in years 1999 and 2017, comprising the years 1989-2023, that is the period from transformation of the political system and changes in education up to the school year 2022/2023 when the most important programs and initiatives have been continued by the Ministry of Education and Science.
