Infrastruktura kolejowa Województwa Zachodniopomorskiego w latach transformacji społeczno-gospodarczej

Przedmiotem artykułu są zagadnienia rozwoju infrastruktury kolejowej Województwa Zachodniopomorskiego w okresie transformacji społeczno-gospodarczej. Po wprowadzeniu zawierającym krótki rys historyczny wskazano na znaczący regres infrastruktury kolejowej na Pomorzu Zachodnim w pierwszej fazie okresu transformacji obejmującej lata 1990 – 2004. Następnie, omawiając drugą fazę transformacji kraju od 2005 r., omówiono nieudaną pierwszą próbę modernizacji linii E-59 w latach pierwszej unijnej perspektywy budżetowej 2007 – 2013 oraz zrealizowane w tym okresie inwestycje w ramach Regionalnego Programu Operacyjnego. Wskazano również ma podstawowe dokumenty dotyczące polityki transportowej Województwa Zachodniopomorskiego z 2002 r. i z 2010 r., które określiły potrzeby regionu w zakresie rozwoju infrastruktury kolejowej. W podsumowaniu artykułu wskazano na zalety i mankamenty istniejącego układu sieci kolejowej na Pomorzu Zachodnim, przy czym mankamenty w oczywisty sposób wyznaczają kierunki przeszłego inwestowania w tym obszarze infrastruktury transportu.

The subject of the article is the development of the railway infrastructure of the Zachodniopomorskie Voivodeship in the period of socio-economic transformation. After an introduction containing a short historical outline, a significant regression of the railway infrastructure in Western Pomerania in the fi rst phase of the transformation period covering the years 1990 - 2004 was indicated. the EU budget perspective 2007-2013 and investments implemented in this period under the Regional Operational Programme. The basic documents concerning the transport policy of the Zachodniopomorskie Voivodship from 2002 and 2010, which defi ned the needs of the region in the development of railway infrastructure, were also indicated. In the summary of the article, the advantages and disadvantages of the existing railway network in Western Pomerania were pointed out, with the disadvantages clearly determining the directions of past investments in this area of transport infrastructure.
