This article is an attempt to formulate criteria for the classification of publications for research or teaching. Text was divided into three parts. In the first analyzes of existing legislation. In the second part characterizes scientific publications and teaching. In the final section, examines reviews I promotion proceedings, which questioned the scientific value of the publication due to their nature of teaching.
